Creates the New Jersey State Board of General Contractors within the Division of Consumer Affairs, consisting of nine members, six of whom must have at least 10 years of general contracting experience

Requires general contractors to obtain a state license, with eligibility requiring applicants to be at least 18 years old, complete an accredited construction/project management degree with 2 years of supervised field experience OR complete an approved apprenticeship program with 4 years of supervised field experience, and pass a board-approved examination

Exempts individuals with at least 10 years of general contracting experience prior to the act's effective date from education and examination requirements, provided they have not declared bankruptcy or altered business names to deceive parties during that period

Establishes three-year license terms with renewal fees and continuing education requirements to be determined by the board through regulation

Takes effect 240 days following enactment and requires licensed contractors to have their license available for public inspection at work sites
