Public utilities filing rate increase petitions with the Board of Public Utilities must notify affected customers via bill insert or newspaper publication, including a summary of the filing, reasoning, and impact on customers.

Utilities must send customers a plain language summary of the Board's final decision 30 days before new rates take effect if rates increase, or within 14 days of the order if no increase results.

The Board of Public Utilities must respond in writing within 14 days after final hearings to any public questions about utility rate increase applications submitted during public hearings.

At least two public hearings must be held in affected service areas for significant rate change applications, with additional hearings required if service areas span multiple geographic regions of New Jersey.
