Appropriates $750,000 annually from the General Fund for the Rutgers Institute of Management and Labor Relations, with funds supplementing (not replacing) existing state allocations to the institute's budget.

Reaffirms the institute's mission on its 75th anniversary to promote harmony and cooperation between management and labor while fostering understanding of industrial relations and work-related issues.

Requires the institute to continue providing educational programs throughout New Jersey, including classes, lectures, conferences, forums, and webinars, with tuition kept affordable and free when possible for state residents.

Mandates continuation of applied research on labor-management relations and employment-related issues to identify problems and develop educational and policy solutions.

Maintains an advisory council with equal representation from labor, management, and the public to advise Rutgers on implementing the act's purposes.
