Creates a 3-year pilot program in three local areas to strengthen alignment between local workforce development boards, community colleges, and county vocational school districts for workforce training and career services.

Requires the State Employment and Training Commission to develop a statewide strategy for scaling the pilot program, including recommendations for legislative changes and an implementation timeline.

Designates community colleges and county vocational school districts as the preferred providers of postsecondary education, workforce training, and adult literacy programs for state workforce development services.

Mandates annual reports to the Governor and Legislature on participant outcomes including employment rates, credential attainment, and wage increases.

Appropriates funding from federal sources if available, otherwise from the New Jersey Workforce Development Partnership Fund and Supplemental Workforce Fund for Basic Skills.
