Creates the New Jersey Innovation Authority as a 13-member public body within the Department of the Treasury to serve as the State's primary authority on technology innovation and modernization of government services.

Establishes a Chief Innovation Officer position appointed initially by the Governor, then by the Authority, to direct day-to-day operations and hire staff exempt from civil service requirements.

Authority board comprises four ex officio members (Chief Technology Officer, Economic Development Authority CEO, State Treasurer, Chief Counsel to Governor) and nine public members with expertise in data science, digital technologies, or public engagement serving staggered 3-5 year terms.

Grants broad powers including entering contracts, accepting private foundation funds, providing grants, charging fees for services, and contracting directly with nonprofit entities like the National Center for Civic Innovation without public bidding requirements.

Requires annual reports to the Governor and Legislature by March 31 each year and annual audits filed with the Secretary of State and Division of Budget and Accounting.
