Requires the Governor to issue a writ of election within 10 days of a vacancy occurring in New Jersey's U.S. House of Representatives delegation

When the unexpired term equals or exceeds 180 days, a special primary election must be held 70-76 days after the proclamation, followed by a special election 64-70 days after the primary

When the unexpired term is between 135-180 days, a special election is held 70-76 days after the proclamation with no primary; party committees select candidates within 10 days of the writ

Eliminates the requirement to fill vacancies when fewer than 135 days remain in the term, changed from the previous six-month threshold

Reduces election notice publication requirements from weekly until the election to a single publication at least 45 days before the election
