Expands tuition-free enrollment eligibility for nonresident children from only "teaching staff members" to all school district employees, provided the district's contract or policy permits such enrollment.

Current law limits tuition-free nonresident enrollment to children of teaching staff members, defined as employees holding valid state teaching certificates.

Updates the "resident enrollment" definition for State school aid calculations to include nonresident children of all district employees permitted to enroll tuition-free.

Applies to both regular school districts and county vocational school districts.
