Mandates school districts make a "good faith effort" to hire state residents for open positions during the exemption period

Requires non-resident hires to establish New Jersey residency within 3 years of being hired

Directs the Department of Education to submit a report within 90 days after the 3-year period evaluating the policy's effectiveness, unintended consequences, and legislative recommendations
