Creates a four-year summer transition pilot program offering six weeks of academic instruction in language, literacy, and mathematics for rising kindergarten students before they enter school in the fall

Limits eligibility to students whose family income is at or below 85% of State median income, with additional requirements such as limited or no prior preschool attendance, being an English language learner, having an IEP, being in foster care, or being homeless

Authorizes the Commissioner of Education to select up to 15 school districts across urban, suburban, and rural areas in northern, central, and southern New Jersey regions

Establishes the "Summer Transition Program Fund" within the Department of Education to provide grants to participating districts, funded through legislative appropriations and available federal or private funds

Requires participating districts to submit reports at the program's conclusion, followed by a commissioner's report to the Governor and Legislature with recommendations on continuing or expanding the program
