Transfers all Department of Education responsibilities for students in preschool through third grade, including teacher licensing, IDEA Part B services, Title I services, bilingual education, and the New Jersey Council for Young Children

Consolidates programs from the Department of Human Services serving children from pregnancy to age eight, including subsidized child care programs, child care development block grants, wraparound care, and child care resource and referral agencies

Transfers early childhood programs from the Department of Children and Families and Department of Health, including home visitation programs, early intervention services under IDEA Part C, WIC breastfeeding services, and Help Me Grow Initiative

Moves the Division of Early Childhood Education from the Department of Education to the new department and transfers child care center licensing authority from the Department of Children and Families
