Creates a new "Students with Disabilities Preschool through Grade 12" endorsement allowing special education teachers to teach students with disabilities across all grade levels in New Jersey public schools, except for students who are blind, visually impaired, deaf, or hard of hearing

Permits current holders of students with disabilities endorsements to obtain the new preschool through grade 12 endorsement upon application to the State Board of Education

Establishes a new "Kindergarten through Grade 8" endorsement enabling teachers to instruct students in grades K-6 and teach specialty subjects in grades 7-8

Creates a "Bilingual and Bicultural Preschool through Grade 12" endorsement requiring candidates to demonstrate oral and written competence in English and the target language and complete an approved bilingual education program

Directs the State Board of Education to adopt implementing regulations under the Administrative Procedure Act
