Extends identical coverage requirements to Medicaid, the State Health Benefits Program (state employees), and the School Employees' Health Benefits Program

Prohibits medical malpractice insurers from taking adverse actions against providers—such as denying coverage, imposing fines, or increasing rates—for performing reproductive or gender-affirming health care services, even when the patient resides in a state where such services are illegal

Provides religious employer exemptions for organizations meeting IRS nonprofit criteria under section 6033(a)(3)(A)(i) or (iii) of the Internal Revenue Code

Requires any state program providing pregnancy-related care benefits to also cover voluntary pregnancy termination, with provisions taking effect on the first day of the third month following enactment
