Secretary must create a pipeline program to guide Hispanic and Latino undergraduate students into academic careers through partnerships with graduate programs, internships, and fellowships.

Public institutions of higher education must implement recruitment and retention programs for Hispanic and Latino faculty and staff within 180 days of receiving state guidance, addressing cultural and institutional barriers.

Search committees for senior administration and leadership positions must adopt policies ensuring diverse representation reflective of the student body and state population.

Each public institution must submit annual diversity reports to the Secretary detailing racial and gender composition of leadership positions (board, senior administration, department chairs), with the Secretary compiling a summative report for the Governor and Legislature.
