Prohibits manufacturers from selling, distributing, or offering menstrual products containing regulated PFAS (perfluoroalkyl and polyfluoroalkyl substances) in New Jersey

Covers tampons, sanitary pads, discs, menstrual cups, and underwear designed for menstruation, including both disposable and reusable products

Requires the Department of Environmental Protection to establish a testing system using approved laboratories, with test results available to the Department of Health upon request

Violations constitute unlawful practices under the Consumer Fraud Act, punishable by up to $10,000 for first offense and $20,000 for subsequent offenses, plus potential cease and desist orders, punitive damages, and treble damages

Takes effect 25 months after enactment to allow manufacturers time to comply
