Prohibits the manufacture, sale, or distribution in New Jersey of synthetic hair products (made from polyester, nylon, acrylic, or cellulose fibers) containing intentionally added carcinogens, reproductive toxicants, flame resistant chemicals, or volatile organic compounds (VOCs)

Defines carcinogens using classifications from the World Health Organization (Group 1 and 2A), U.S. Department of Health and Human Services (known or reasonably anticipated human carcinogens), and EPA (Group A and B carcinogens)

Violations constitute unlawful practice under the Consumer Fraud Act, with penalties of up to $10,000 for first offense and $20,000 for subsequent offenses, plus potential cease and desist orders, punitive damages, and treble damages

Takes effect 13 months after enactment, with the Division of Consumer Affairs authorized to take anticipatory administrative action before the effective date
