Amends New Jersey's "Uniform Shared Services and Consolidation Act" (P.L.2007, c.63) to streamline the process for local governments to enter into shared service agreements and joint contracts, with expedited dispute resolution for Civil Service and tenure issues

Allows parties to shared service agreements to request relaxation of Civil Service provisions, including testing and employment list requirements, to create uniform employee pools for hiring

Establishes a stratified layoff process with three employee bands (executive, managerial, non-managerial) that limits seniority bumping rights across bands during shared service implementation

Requires the Local Unit Alignment, Reorganization, and Consolidation Commission to conduct at least five on-site consultation sessions with affected local units and hold public hearings before recommending consolidation or service sharing

Mandates that shared service recommendations must project maintained or improved service levels and demonstrate meaningful cost savings, with economic analyses certified by the State Treasurer before implementation
