Vehicle manufacturers must provide owners or their representatives with free, real-time access to all recorded vehicle data when the manufacturer obtains that data through a vehicle data interface, upon written request and without undue delay

Data must be provided in the same quality available to the manufacturer, transmitted continuously in real-time through a structured, commonly used, machine-readable format, with no fees, licenses, or manufacturer-required devices to access it

"Recorded data" is expanded to include all data generated by vehicle operation, beyond the current definition limited to performance information like speed, location, braking, and crash data

Manufacturers are prohibited from requesting, encouraging, or requiring owners to waive their data access rights, including as a condition of purchase, lease, or warranty repairs; any such waivers are void

Violations are subject to a $5,000 civil penalty per offense, recoverable by the New Jersey Motor Vehicle Commission
