Authorizes the New Jersey Racing Commission to permit wagering on previously-recorded live horse races at racetracks and off-track wagering facilities, with race identifying information (names, dates, locations) concealed from bettors.

Sets a maximum takeout rate of 20% on wagers, distributed as follows: 62% to permit holder, 15% to purses, 15% to race technology fees, 4% to Sire Stakes/State-bred awards, 3% to simulcasting fees, and 1% to breeder awards.

Imposes a 1.5% excise tax on all previously-recorded live race wagers, with 1.2% going to the General Fund for public employee retirement contributions and the remainder supporting Racing Commission operations, Rutgers Equine Science Center, and equine drug testing.

Permits commingling of previously-recorded live race wagers into interstate common pools and requires wagers be placed only on actual video/audio recordings, not computer simulations or animations.

Requires the Racing Commission to promulgate regulations covering equipment approval, vendor contracts, security safeguards, and prevention of underage wagering.
