Creates the Jersey Strong Public Service Scholarship Program administered by the Higher Education Student Assistance Authority to fund college education for students working in critical public service sectors

Awards up to 15 scholarships annually: $25,000 maximum over two years for students completing one year of full-time public service work, or $50,000 maximum over four years for those completing two years of work

Requires applicants to be New Jersey residents, U.S. citizens, and recent or soon-to-be high school graduates employed full-time at minimum wage or higher in designated shortage sectors

Commissioner of Labor and Workforce Development must establish within 90 days a list of eligible public service sectors with critical shortages, potentially including hospitals, public schools, crossing guards, and first responders

Scholarship recipients who are dismissed or withdraw without approval must repay the full scholarship amount, though withdrawals due to illness or family emergencies are exempt from repayment
