Prohibits the sale, lease, rental, or distribution of low-speed electric bicycles, powered mobility devices (e-scooters), and their storage batteries in New Jersey unless the electrical systems have been tested by an accredited laboratory for compliance with Underwriters Laboratories standards (UL 2849 for e-bikes, UL 2272 for mobility devices, UL 2271 for batteries).

Requires confirmation of safety testing to be displayed via the testing laboratory's logo, wordmark, or name on packaging, documentation, or directly affixed to the device or battery at the time of consumer distribution.

Exempts second-hand sales that do not include packaging or printed documentation from the display requirement.

Imposes penalties of a written warning for first-time violations and up to $1,000 per subsequent offense within two years, with each non-compliant stock keeping unit counting as a separate violation.

Takes effect on the first day of the eighth month following enactment, with the Department of Transportation authorized to establish alternative safety standards in consultation with the Department of Law and Public Safety.
