Expands Victims of Crime Compensation Office (VCCO) eligibility to include victims of motor vehicle crashes involving a fatality or requiring ambulance transport from the scene.

Establishes a Traffic Crash Victim's Bill of Rights granting victims free access to police reports, investigation materials, photographs, body camera footage, vehicle recordings, and summonses related to the crash.

Requires notification of court proceedings and permits victims to deliver impact statements at related hearings, including license suspension or revocation proceedings for the other driver.

Grants victims the right to reasonable employer leave to participate in Motor Vehicle Commission hearings related to the crash.

Protects victims from intimidation, threats, or harassment by the other driver and ensures they receive information about their rights from law enforcement upon request.
