Directs DEP to create an electronic manifest system for real-time tracking of tire shipments and maintain a list of approved disposal facilities.

Sets civil administrative penalties of up to $7,500 for first offenses, $10,000 for second offenses, and $25,000 for subsequent offenses, with civil penalties up to $50,000 per day for violating court orders or failing to pay assessments.
