Creates the New Jersey Unified Responsible Gambling Evaluation Board within the Department of Law and Public Safety, consisting of seven ex-officio members including the Attorney General (as chair), Casino Control Commission chair, and directors of Consumer Affairs, Gaming Enforcement, State Lottery, Racing Commission, and Department of Human Services.

Requires the board to study gambling rates, wagering methods, underage and illegal gambling prevalence, and problem gambling trends across casinos, sportsbooks, racetracks, and the State Lottery.

Mandates the board assess effectiveness of current responsible gambling practices, education programs, and treatment/prevention programs, while identifying emerging trends including social gambling affecting young people.

Requires establishment of a centralized website serving as a hub for all state gambling publications, annual reports, self-exclusion list information, addiction resources, and links to mental health and compulsive gambling services.

Board members serve without compensation but may be reimbursed for expenses, and must submit annual reports to the Governor and Legislature detailing findings and recommendations.
