Establishes statewide vehicle miles traveled (VMT) reduction targets: 10% per capita and 3% statewide reduction by January 1, 2035, and 20% per capita and 8.5% statewide reduction by January 1, 2050, compared to 2019 levels

Creates an 11-member "Vehicle Miles Traveled Advisory Commission" within the Department of Environmental Protection, including commissioners from Transportation, Environmental Protection, and Community Affairs, plus three public members with backgrounds in public transportation, active transportation networks, and smart growth

Requires the Department of Environmental Protection, in consultation with the Department of Transportation and Motor Vehicle Commission, to establish an inventory of per capita and statewide VMT within one year of enactment

Mandates the commission meet at least twice annually to track progress metrics, review reduction plans, assess statewide progress, and submit reports to the Governor and Legislature recommending policy changes

Names the legislation the "Safe and Sustainable Transportation Act" with the stated goal of reducing greenhouse gas emissions from the transportation sector while achieving co-benefits like reduced congestion, improved pedestrian safety, and lower transportation costs
