Prohibits health insurance carriers, third party administrators, and pharmacy benefits managers from requiring pre-approval or precertification for cancer treatments, tests, procedures, or prescription drugs when prescribed by a licensed provider for diagnosed cancer patients

Applies to coverage purchased through the State Health Benefits Program and the School Employees' Health Benefits Program, eliminating prior authorization requirements for cancer care

Requires the treatment, test, procedure, or prescription drug to be otherwise covered under the existing health benefits plan for the prohibition to apply

Takes effect immediately upon enactment and applies to health benefits plans or prescription drug benefits plans issued or purchased on or after that date
