Requires quarterly expenditure reports, monthly revenue reports, public employee compensation data, bond debt information, and pension/post-retirement medical benefit liabilities to be posted online.

Mandates analysis of State economic development tax credit programs, including recipient businesses, subsidy amounts, recaptured funds, and projected versus actual job creation and capital investment outcomes.

Requires a plain-language financial analysis (maximum 35 pages with graphs) based on the Comprehensive Annual Financial Report, along with explanations of any excluded transactions and the reasons for exclusion.
