Mail-in ballot envelopes must be clearly marked "Do Not Forward. Return to Sender. Return Postage Guaranteed" to prevent delivery to addresses where the intended voter no longer resides.

Residents who receive mail-in ballots for someone who no longer lives at their address may return the unopened ballot to the county clerk with notations such as "No Longer at this Address," "Moved out of State or County," or "Deceased."

Voters who submit mail-in ballots with missing or detached Certificate of Mail-in Voter may cure the deficiency by completing a replacement certificate provided by the county board of elections within 48 hours before final certification.

County clerks must forward returned mail-in ballots to the commissioner of registration within 30 days, and deceased voter records must be transferred to the death file within 30 days after investigation.

The Secretary of State must prepare instructions within 60 days on how to return misdirected mail-in ballots, which must be posted on state and county election websites.
