Allows any person to voluntarily and anonymously surrender a domestic companion animal to shelters, pounds, veterinary hospitals, or police stations without liability for the animal's care or disposition.

Prohibits employees at these facilities from refusing to accept any domestic companion animal delivered to them during operating hours.

Requires shelters, pounds, veterinary hospitals, and police stations to post conspicuous signs at their entrances displaying hours of operation, contact information for alternate facilities when closed, and warnings against abandonment.

Directs the Commissioner of Health to establish an educational and public information program, potentially including a 24-hour toll-free hotline, to promote safe placement alternatives for companion animals.

Mandates distribution of pamphlets, posters, and educational materials about the safe haven program to all public school districts for students in grades 3-12.
