Requires the New Jersey Motor Vehicle Commission to provide in-person vehicle and licensing services at every MVC agency location for individuals 65 years of age or older and persons with disabilities

Vehicle and licensing services covered include: address changes, basic driver's licenses, examination permits, learner's permits, probationary licenses, identification cards, registration certificates, vehicle titles and transfers, license plates, and disability placards/ID cards

Defines "person with a disability" broadly to include physical disabilities (paralysis, amputation, blindness, deafness, speech impairment) and mental, psychological, or developmental disabilities demonstrable by accepted diagnostic techniques

Addresses the burden created when MVC split agency locations into separate "licensing centers" and "vehicle centers" during COVID-19, requiring some services to be completed online

Takes effect on the first day of the fourth month after enactment
