Requires the New Jersey Economic Development Authority (EDA) to administer its existing small business loan program so that at least 12 percent of all direct loans in any calendar year go to small businesses owned or controlled by veterans.

Establishes priority for loans to businesses owned or controlled by veterans with service-connected disabilities as declared by the U.S. Department of Veterans Affairs or Department of Defense.

Defines "veteran" as any New Jersey resident honorably discharged or released under honorable circumstances from active service in any branch of the U.S. Armed Forces.

Amends P.L.2011, c.201 (C.34:1B-241.2), which governs the EDA's small business loan program that provides funding for capital purchases, employee training, and salaries for new positions.
