Creates a nine-member Government Efficiency and Regulatory Review Commission within the Office of the Governor, chaired by the Chief Innovation Officer, with members from both Executive and Legislative branches including representatives from both parties.

Requires the commission to review all proposed and adopted state rules, regulations, and Executive Orders to assess their economic effects and determine whether costs and burdens on businesses, workers, and local governments outweigh intended benefits.

Mandates the commission meet at least once every six months and hold at least two public hearings annually in different regions of the state to gather testimony from business leaders, workers' groups, local officials, and taxpayers.

Requires an annual written report to the Governor and Legislature with recommendations to repeal, rescind, or amend rules, regulations, or Executive Orders that unduly burden businesses, workers, and local governments.

Commission findings are advisory only and cannot be used as a basis for legal challenges against any state department, office, division, or agency.
