Establishes the Farm Vitality Planning Reimbursement Grant Program through the New Jersey Department of Agriculture to reimburse farmers for costs incurred in developing and implementing long-term farm viability plans

Provides grants of up to $7,500 per eligible plan, covering up to 75 percent of eligible costs, with farmers required to finance remaining costs through monetary means rather than in-kind contributions

Eligible plans include business plans for farm economic stability, agricultural diversification or expansion plans, farm ownership transition plans (both family and non-family transfers), and preserved farmland maintenance plans

Reimbursable costs cover professional services including accountants, business consultants, financial planners, appraisers, attorneys, professional facilitators, and mediators for farm succession conflicts

Requires the Secretary of Agriculture to submit annual reports to the Governor and Legislature evaluating program effectiveness, total grants awarded, economic impacts, and recommendations for program continuation and additional funding
