Requires school districts, charter schools, nonpublic schools, contracted service providers, and institutions of higher education to review the 20-year employment history of prospective employees for any allegations of child abuse or sexual misconduct before hiring for positions involving regular student contact.

Mandates that applicants provide written disclosure of any past investigations, disciplinary actions, resignations, or license suspensions related to child abuse or sexual misconduct, along with authorization for employers to release related records.

Establishes compliance specialists at each school district, charter school, and nonpublic school responsible for verifying employment information, advising on regulations, and reporting data to the Department of Education.

Requires the Office of the State Auditor to conduct 30 random annual audits of school districts, charter schools, nonpublic schools, and contracted service providers to assess compliance with employment verification requirements.

Authorizes the Commissioner of Education to impose penalties for noncompliance, including fines, withholding of State aid, and suspension or revocation of employee licenses or certifications, with a public list of noncompliant entities published on the department's website.
