School districts must include age-appropriate instruction on the events of September 11, 2001 in elementary, middle, and high school curriculum as part of New Jersey Student Learning Standards in Social Studies.

Required instruction topics include the historical context of the attack, timeline of events, heroic actions of first responders, the sacrifice of United Airlines Flight 93 passengers, and the humanitarian response that followed.

Curriculum must address the global response to terrorism post-9/11, including the balance between security and civil liberties, as well as strategies for teaching tolerance and accepting people of different religions and cultures.

Each public school must annually organize a commemorative event to enhance student awareness of September 11, 2001, with age-appropriate discussions on conflict resolution, diversity, and tolerance.

The Commissioner of Education is required to provide school districts with sample learning activities and resources to promote awareness of the September 11, 2001 events.
