Prohibits New Jersey state agencies from mandating, incentivizing, or compelling the retirement or shutdown of any electric generation facility connected to the state's grid unless specific conditions are met.

Requires PJM Interconnection to certify in writing that a facility's deactivation will not negatively impact regional grid reliability, capacity adequacy, or energy market prices before closure can proceed.

Mandates the Board of Public Utilities conduct a public rate impact analysis demonstrating the deactivation will not materially increase costs to ratepayers.

Allows emergency deactivation without PJM certification only when a facility poses an immediate threat to public health or safety due to structural failure or hazardous environmental/radiological conditions.

Requires facility owners to provide public notice and file a letter of intent with the Board at least 12 months before any proposed deactivation.
