Creates tuition-free dual enrollment at county colleges for public high school juniors and seniors who meet family financial need standards established by the New Jersey Educational Opportunity Fund.

Eligible students may receive up to 3 tuition-free credits per semester, with a maximum of 6 credits per school year in both 11th and 12th grades.

Students must maintain a minimum GPA indicating college readiness and earn a grade of C or higher in all program courses to remain eligible.

Students who do not meet the GPA requirement may complete one remedial course tuition-free per semester instead of regular dual enrollment courses.

Requires the Commissioner of Education to submit an annual report by August 1 detailing participation numbers, credits earned, program costs, and post-graduation college enrollment plans.
