Expands eligibility for soil and water conservation grants from the State Agriculture Development Committee (SADC) to include potable water well construction projects on preserved farmland

Amends P.L.1983, c.32 (C.4:1C-24) to explicitly add water well construction to the list of eligible conservation projects, which currently includes terrace systems, irrigation systems, drainage systems, and animal waste control facilities

Landowners on preserved farms must apply through local Soil Conservation Districts, which develop farm conservation plans and verify project necessity before forwarding applications to the State Soil Conservation Committee for SADC funding approval

Grant recipients must maintain completed projects for a minimum of three years and include them as part of an approved farmland conservation plan
