Requires all New Jersey school boards to submit their districtwide school safety and security plans to the Commissioner of Education for review within six months of the act's effective date

Commissioner must review each plan for current emergency notification lists, faculty emergency responsibilities, building access policies, bullying prevention policies, hazard analyses, active shooter and lockdown procedures, and crisis communication protocols

Commissioner must provide each school district a written report identifying weaknesses and recommending solutions, with reports submitted on a rolling basis

Commissioner must submit an aggregate summary report to the Governor and Legislature within three years, without identifying individual school districts

Changes current voluntary plan submission process to a mandatory review requirement for all districts
