Expands New Jersey's Anti-Bullying Bill of Rights Act definition of "harassment, intimidation, or bullying" to protect all students, removing the requirement that bullying be motivated by actual or perceived characteristics like race, gender, disability, or sexual orientation

Requires school superintendents to report bullying incidents disaggregated by race, gender, sexual orientation, free/reduced-price lunch eligibility, special education status, and English language learner designation to both school boards and the Department of Education

Mandates school districts update their anti-bullying policies whenever the state Anti-Bullying Bill of Rights Act is revised, and requires the Commissioner of Education to update the model policy accordingly

Extends reporting obligations to include contracted service providers (in addition to school employees) who witness or have direct knowledge of acts of violence

Removes the training requirement that focused specifically on preventing bullying based on protected categories, since the bill eliminates those category-based distinctions from the definition
