Authorizes NJ Transit to install camera enforcement systems on buses to capture images of vehicles illegally stopped, standing, or parked in dedicated bus lanes, bus stop zones, and bicycle lanes.

Establishes fines of $45 for a first offense, increasing by $45 for subsequent violations within 12 months, up to a maximum of $135 per offense.

Requires a 60-day warning-only period before issuing actual citations, along with public announcements and website information about the program.

Mandates that recorded images be destroyed within 15 days if no violation occurred, retained for up to 6 months if a violation occurred, and prohibits use of facial recognition technology.

Directs excess fine revenue beyond administrative costs to fund NJ Transit's Access Link paratransit services for people with disabilities.
