Grant awards are distributed on a competitive basis with 100 percent matching of per-student costs, with preference given to programs that occur during regular school hours or demonstrate ability to operate beyond the grant duration.

Participating local education providers must conduct annual evaluations reporting student participation demographics, academic achievement results, and detailed breakdowns of grant fund usage.

Mandates statewide program reports to the Governor and Legislature after the third and fifth years of the program, summarizing results and providing recommendations for continuing accelerated learning initiatives.
