Prohibits Medicare supplement insurance issuers from denying coverage, conditioning policy effectiveness, or discriminating in pricing based on health status, claims experience, receipt of health care, or medical condition of applicants

Requires year-round open enrollment, mandating insurers accept applicants for any Medicare supplement policy at all times throughout the year

Extends protections to all Medicare enrollees, including those enrolled due to disability (not just those enrolled by reason of age)

Eliminates preexisting condition exclusions for certain individuals who qualify under federal law (42 U.S.C. §1395ss) when they enroll during specified periods with documentation of prior coverage termination or Medicare Part D enrollment

Takes effect 90 days following enactment
