Creates a 15-member Legislative Enactment Oversight Committee within the Department of State to monitor implementation of enacted laws and joint resolutions in New Jersey

Committee will track laws enacted after the bill's effective date plus all laws enacted within the previous five years, assessing efficiency, accuracy, timeliness, and identifying factors contributing to implementation delays

Members serve five-year terms with full-time salaries capped at $120,000 for the chair and $90,000 for other members; members are ineligible for state retirement systems or health benefits

Appointments divided among the Governor (5 direct appointments), Senate President (3), Senate Minority Leader (2), Assembly Speaker (3), and Assembly Minority Leader (2), with each appointee required to have specific policy expertise

Committee must submit reports to the Governor and Legislature at least twice annually and must assign staff to respond promptly to legislators inquiring about implementation status of specific laws
