Creates the "New Jersey Disclosure and Accountability Transparency Act (NJ DaTA)" establishing comprehensive requirements for how businesses collect, process, and disclose consumers' personally identifiable information

Requires consumers to affirmatively opt in before their personal data can be collected, and mandates controllers provide clear disclosure about what data is collected, how it's used, and with whom it's shared

Prohibits processing of sensitive data including racial/ethnic origin, political opinions, religious beliefs, biometric data, health information, and sexual orientation without explicit consent or specific legal exceptions

Grants consumers rights to access, correct, delete, and restrict processing of their personal data, as well as the right to object to automated decision-making and profiling that produces legal effects

Establishes the Office of Data Protection and Responsible Use within the Division of Consumer Affairs to enforce the law, investigate violations, and impose civil penalties up to $7,500 per violation
