Mandates all individual and group health insurance contracts in New Jersey provide coverage for student enrollment in recovery high school alternative education programs established under P.L.2015, c.254.

Coverage applies when placement is determined clinically appropriate by a certified alcohol and drug counselor, licensed clinical alcohol and drug counselor, treating physician, treatment facility, or district student assistance counselor.

Clinical appropriateness must be assessed using substance use disorder or dependency criteria from the most recent Diagnostic and Statistical Manual of Mental Disorders (DSM).

Amends multiple existing insurance statutes covering hospital service corporations, medical service corporations, health service corporations, individual and group health policies, small employer plans, and HMOs to include this benefit.

Extends the coverage requirement to contracts purchased by the State Health Benefits Commission for public employees.
