Establishes a local government management enhancement review grant program administered by the Division of Local Government Services in the Department of Community Affairs to fund efficiency reviews and cost-reduction recommendations.

Maximum grant awards are $150,000 for county-based local government units and $100,000 for municipal-based units, with recipients required to contribute 25% matching funds.

Grant recipients must hire management enhancement review consultants with New Jersey professional licenses (certified municipal finance officer, qualified purchasing agent, certified public works manager, or similar credentials).

Local government units must report within one year on grant expenditures, shared services achieved, operating efficiencies implemented, and specific cost savings realized.

Appropriates $1.5 million from the General Fund; the Director must compile results into a public comparative profile and submit a report to the Governor and Legislature with best practices for local government efficiency.
