Allows individuals with expired standard basic driver's licenses to renew without retaking the written law knowledge examination or road test under specific circumstances.

Requires documentation from a licensed physician, physician assistant, or nurse practitioner (from New Jersey or a bordering state) certifying that a mental or psychological condition interferes with the person's ability to renew in person at a Motor Vehicle Commission location.

The Chief Administrator of the New Jersey Motor Vehicle Commission must determine, based on the applicant's driving record, that the person can safely operate a motor vehicle.

Applies to medical professionals including physicians stationed at military or naval installations in New Jersey who are licensed in any state.

Takes effect immediately upon enactment.
