Prohibits the sale, distribution, import, or manufacture of jewelry containing more than 0.03 percent cadmium by weight in New Jersey.

Requires manufacturers, distributors, importers, or the Director of Consumer Affairs to issue immediate recalls for jewelry exceeding the cadmium limit.

Retailers must remove recalled jewelry from displays within 48 hours and return inventory to suppliers within 14 business days at the supplier's cost.

Suppliers must dispose of recalled jewelry within 60 business days in a manner that removes it from public access and complies with cadmium disposal laws.

Violations constitute unlawful practices under the Consumer Fraud Act, punishable by up to $10,000 for first offenses and $20,000 for subsequent offenses, with the law taking effect seven months after enactment.
