Office of Information Technology (OIT) must establish a statewide wireless network through a public-private partnership where the private entity assumes full financial and administrative responsibility for construction, operation, and maintenance

Network must offer at least two service tiers: a free basic tier with minimum 1 megabit per second download speed, and faster tiers capped at $10 per month maximum

OIT must hold at least three public hearings (northern, central, and southern regions) at least 90 days before soliciting proposals, demonstrating the project is in the public interest and costs less than a public sector alternative

Private entity must post performance and payment bonds, establish a dedicated project account with a third-party collateral agent, and pay all construction and maintenance workers prevailing wages

Property owners retain full ownership of land where infrastructure is located, eminent domain cannot be delegated to the private entity, and the State retains ownership or lessee status of the completed network
