Prohibits the sale of front-loading clothes washing machines and dryers in New Jersey unless equipped with child safety locks that prevent doors from being opened and can only be removed with a key, combination, or other access method.

Establishes civil penalties of up to $5,000 for a first violation and up to $10,000 for subsequent violations, in addition to liability for any injuries caused.

Requires manufacturers to provide and pay for installation of safety locks on previously sold machines that lack them, coordinating with vendors to retrofit existing appliances at no cost to consumers.

Mandates manufacturers prepare warning notices and stickers about child entrapment risks, which vendors must distribute to consumers who previously purchased machines without safety locks.

Directs the Division of Consumer Affairs to establish standards for safety lock devices and warning materials, with the law taking effect four months after enactment.
